I'm walking every street in New York City.
This is the counterpoint to
my walk across the US. Instead of seeing a million places for just a minute each, I'm going to spend a million minutes exploring just one place. By the time I finish walking every block of every street in all five boroughs, I'll have traveled more than 8,000 miles on foot — all within a single city.

Considering the time of year, and the heavy clothes they are wearing, it has got to be well below 50 degrees and I doubt they are using low VOC traffic paint, the use of which which has been mandated by the DOE for the last few years now.
I think these are thermoplastic stripes, actually, although the temperature is supposed to be at least 50°F for application, and, like you said, it was not that warm out — probably still under 45 at that point just before noon.
