What has two wheels and is locked to a bike rack?

This was the first of two heavily defaced Verizon trailers locked to street furniture that I saw today. Anyone know what they are?

    Looks like a portable generator/compressor trailer, but not sure why Verizon would need one…

    Actually I know these a little too well–they are mobile phone banks Verizon set up after september 11th. A lot of the infrastructure systems got wonky below Canal street, sometimes our landline wouldn’t work, and this is before everyone carried a cellphone. Verizon wheeled these to popular intersections for the neighborhood to use free of charge. Now being eleven at the time, my biggest memory of these things was prank calling them from my friends window and waiting for passerbys to pick up. Good times.

    Actually I think Verizon just puts extra equipment (cables, etc.) in there for the technicians who work nearby from time to time. It’s a storage box, in a nutshell. That’s the case, at least, with the one that’s located on 55th St. between 3rd Ave. and Lexington Ave.
